Debt consolidation programs, but be aware that many are out to take your money and don't pay the creditors, until they get all their fees. Debt cons don't include, mortgages, car loans or IRS taxes.
For IRS just fill out form 9465 and request an installment agreement, how much do you owe IRS, divide the amount you owe by 60 months if less than $25K and IRS will set up the IA, just don't default because then IRS can and will levy your wages, bank account etc.
There are nonprofit debt counseling services. If you mean can you get one big loan for all that, the answer is no.
